Welcome

This is the Scottish Government’s, Health and Social Care, Health Infrastructure and Sustainability Division website – this website replaces the ‘Capital and Facilities Division webpages’ which will no longer be available (as of July 2025).

Initially this new website will host the up to date Scottish Capital Investment Manual (SCIM) documents, supporting information and some important links. This includes the new Strategic Assessment Guidance which was introduced through DL(2025)15: NHS SCOTLAND: Whole System Infrastructure Planning – Strategic Planning Phase (including updated governance arrangements for Capital Spending), was issued In June 2025 (and can be found on the NHS Publications directory: NHS Scotland – Publications).

This DL updates DL(2024)02 NHS Scotland: Whole System Infrastructure Planning and supersedes DL(2019)5 Delegated limits: Capital Investment Projects. It also follows on from DL(2024)31 A Renewed Approach to Population Based Planning Across NHS Scotland
